Israel's political establishment is intensifying efforts to dismantle the UN Relief and Works Agency for Palestine Refugees (UNRWA) following revelations of its ties to Hamas. However, rushing to dismantle UNRWA without a viable alternative could backfire and make Israel less safe. Shutting down the agency could ignite chaos in the West Bank, strain Israel's resources, and open new fronts of instability. It could also disrupt vital deconfliction procedures and hinder civil-military coordination in the West Bank, affecting IDF operations. In addition, stripping UNRWA out of the equation would have severe economic consequences and increase the risk of radicalization in Gaza. Instead of dismantling UNRWA, efforts should focus on internationally-driven reform, conditional funding, robust external monitoring, and introducing more robust vetting and screening procedures.
