As Israel weighs subcontracting Gaza aid delivery, a philanthropist makes his pitch

Israel is considering hiring private subcontractors to deliver humanitarian aid in Gaza to prevent diversion by Hamas and other armed groups. The Israeli government has rejected the idea of giving responsibility for aid distribution to the West Bank-based Palestinian Authority. American-Israeli businessman Moti Kahana hopes his Global Delivery Company will be chosen for the job, proposing a plan to distribute aid from border crossings to specific towns in Gaza. Kahana envisions creating a 'gated community' that would be protected by a security firm, allowing locals to receive aid without paying protection fees to Hamas or criminal gangs.
