Military Advocate General Maj. Gen. Yifat Tomer-Yerushalmi has criticized the IDF for not adequately assessing the size of the civilian population in areas of the Gaza Strip before conducting strikes. An internal probe found that civilian casualties were not excessive and enough aid had entered Beit Lahiya, but an external panel will investigate the matter further.
