Arab leaders are meeting in Cairo to form a plan for Gaza as the Israel-Hamas cease-fire is in doubt and Israel is blocking aid and goods from entering Gaza. The Arab world remains deeply concerned about Gaza and the potential annexation of the West Bank by Israel. Arab countries have not yet agreed on an alternative vision for Gaza, but Egypt's plan involves rebuilding Gaza without moving Palestinians out of the strip and putting technocrats and community leaders in charge of the territory. The plan would likely be funded by oil-rich Gulf states and possibly Europe. However, there is little agreement on how to govern Gaza, manage its security, and what role Hamas would play.
