NGOs working in the Palestinian territories are concerned about new rules proposed by COGAT, the Israeli body overseeing Palestinian affairs, which could make humanitarian work more difficult. The plan aims to reinforce Israeli oversight of aid distribution, but NGOs argue that looting is currently marginal and that increasing deliveries is the best way to prevent it. The new rules would establish logistics centers linked to the army and enforce tighter control over the humanitarian supply chain. NGOs also face difficulties and danger in the Palestinian territories, with at least 387 employees killed in Gaza since the start of the war.
