The High Court of Justice ruled unanimously that Israel has taken steps to provide for the humanitarian needs of Gaza's civilian population during the war with Hamas. The court stated that the human rights groups had not shown that Israel violated legal prohibitions on starving a civilian population. The court also ruled that Gaza is not under a 'belligerent occupation' by Israel. The court found that at least two out of the three conditions for establishing a belligerent occupation have not been met by Israel. The court asserted that Hamas and other terror groups have hidden among the civilian population and seized humanitarian aid.
