Israel is still preventing humanitarian missions to the north of Gaza, according to Unrwa. Palestinian media reported that at least 10 people had been killed in Israeli artillery fire that hit a camp for displaced people at a school in Jabalia refugee camp. The UN said no aid was allowed into northern Gaza during the first two weeks of October, when the Israeli military began its offensive in and around Jabalia.
