Transport Minister Miri Regev and Finance Minister Bezalel Smotrich have reached understandings on the state budget, including the imposition of a congestion charge in the Tel Aviv area and future budgeting for a railway to Kiryat Shemona, despite opposition from Regev. The negotiations between the two ministries have been conducted unofficially and in secret to prevent leaks. The Ministry of Finance expects to generate NIS 1.7 billion in revenue from the congestion charge in 2027. The Ministry of Transport also received a budget of NIS 250 million for additional services and lines.
