The Biden administration is pushing for a UN peacekeeping force, but China and Russia have shown little interest. Negotiating with gangs may become necessary, but the government is determined not to negotiate from a position of weakness. The US needs to do more to stop the flow of guns into Haiti and invest in the Haitian National Police.
