The industrial base can produce at the necessary scale if business practices are changed, such as establishing surge-related line items and utilizing unmanned and attritable systems. Sustainment challenges, including logistics and supply chain issues, require more attention and resources. Collaboration between government, industry, and international partners is crucial in achieving these goals.
