The resilience of the US defense industrial base is a pressing national security issue. Recent experiences have highlighted difficulties in rapidly replenishing weapons and major systems. To address these shortcomings, three major actions are recommended: increasing speed, scaling production, and improving sustainment. The defense acquisition system needs to focus on delivering capabilities at a faster pace, harnessing commercial solutions, and simplifying requirements. The industrial base can produce at the necessary scale if business practices are changed, such as establishing surge-related line items and utilizing unmanned and attritable systems. Sustainment challenges, including logistics and supply chain issues, require more attention and resources. Collaboration between government, industry, and international partners is crucial in achieving these goals.
