The man responsible for the New Year's Day truck attack in New Orleans visited the city twice before and recorded video of the French Quarter with smart glasses, according to the FBI. Shamsud-Din Jabbar, a former US Army soldier, was inspired by the Islamic State to carry out the attack, which killed 14 people.
