The bill sends a clear message to the ICC and aims to prevent future administrations from giving the ICC a free pass to attack US allies. House Foreign Affairs Committee Chairman Brian Mast and Rep. Chip Roy reintroduced the bill after it failed to pass the Senate. Republicans included the bill in the 119th House rules package.
