The outsourcing of social services must include a mandate for measuring social value. Israel has struggled with poverty for 76 years, with poverty rates increasing each year. The root cause of this issue lies in Israel's lack of measurement, budgets, and defined goals. The lack of measurable goals and inadequate oversight in government procurement for social services has led to concerns about ineffectiveness and poor service quality. The allocated budget for programs targeting at-risk children and youth is often slashed, hindering efforts to break the intergenerational poverty cycle. The absence of reliable data and measurement further complicates poverty alleviation efforts. To effectively address poverty, Israel must shift its paradigm and establish a system for clear impact measurement, goal-setting, and accountability.
