The camp, which currently holds tens of thousands of ISIS women and children, has become a self-policing dystopia where extremist gangs intimidate and abuse others while receiving orders from jihadist cells outside the camp. Rojava's authorities are warning that the terror group is poised for a resurgence, with Al-Hol at the center. The overwhelmed administration in Rojava lacks the resources to properly patrol the camp, leaving the extremists largely unguarded.
