US President Donald Trump's plan to take over Gaza, move the Palestinians out, and transform the enclave into a tourist haven won't work. But that doesn't make the proposal meaningless. Critics are mistaken to dismiss it out of hand. Backers are just as mistaken to clamor for it to start right away.
