There are still significant differences over the terms of a potential second phase, with Hamas calling for immediate negotiations and Israel preferring an extension of the current one. Israel has halted aid deliveries and cut off electricity to force Hamas to release hostages. The war has displaced nearly all of Gaza's 2.4 million people.
