The investigation found that Tehran began using aerial drone surveillance and a new facial recognition software in April 2024 to monitor hijab compliance in public spaces. The report also revealed the use of state-run surveillance software and a mobile application called 'Nazer' that allows citizens to report instances of hijab non-compliance in real time. The UN investigation also uncovered cases of torture, sexual violence, and extra-judicial executions against women, children, and men protesters.
