Israel needs to revise its military doctrine after experiencing deterrence and intelligence failures in the face of enemy attacks. The concept of deterrence is elusive and not always successful in preventing adversaries from attacking. Intelligence failures have occurred due to over-reliance on technology and confirmation bias. Israel should focus on building a better defensive posture and a larger standing army to protect its land borders and respond to attacks on multiple fronts. The policy of containment/restraint has proven counterproductive and has allowed Israel's adversaries to acquire more weapons and normalize the use of force. Israel must reestablish a balance between containment and the preventive use of force.
