Transport Minister Miri Regev is close to finalizing an agreement with the Ministry of Finance on financing for her flagship project, the Kiryat Shemona railway, in exchange for her support of a congestion charge in Gush Dan. The deal includes a budget of NIS 20 billion for the 'Connect Israel' initiative. The Ministry of Finance plans to use the expected revenue from the congestion charge to fund public transport projects, including the Metro and the rail link to Kiryat Shemona. While some question the economic basis of the rail link, Regev argues that it is a social and strategic statement for the north of the country.
